Tibet Travel Permit for Indian Citizens: Visa, Cost & Mount Kailash (2026)

What Indian passport holders actually need to visit Tibet and Mount Kailash: the Chinese Group Visa, the Tibet Travel Permit, realistic timelines, and how a private tour differs from the government-run Kailash Yatra.

Quick answer: Yes, Indian passport holders can visit Tibet and Mount Kailash, but the paperwork is heavier than for most other nationalities. India is not on China's visa-free list, so you need a Chinese Group Visa (not an ordinary individual tourist visa), plus the same Tibet Travel Permit and Alien's Travel Permit every foreign visitor needs beyond Lhasa. All three have to be arranged by a licensed Tibet travel agency, you cannot apply for any of them yourself, and because the group-visa step adds extra processing and an in-person biometric appointment, plan for roughly 4-6 weeks of lead time rather than the 15-20 days we quote travellers from visa-free countries. There is no separate "permit fee" to budget for; it is bundled into the tour price. Our two active group departures that include the Kailash kora start from $1,460 (14 days) and $1,580 (16 days) per person, twin-share.

Searches for Tibet and Mount Kailash from an Indian IP address turn up two very different trips, and conflating them is the single most common point of confusion we see from Indian travellers planning this journey. This guide is about the first one: a privately booked tour into the Tibet Autonomous Region, on the Chinese side, arranged the same way any foreign nationality books it, just with one extra visa step. It is not about India's own government-run pilgrimage.

Two different "Kailash from India" trips, don't mix them up

The government Kailash Mansarovar Yatra is organised by the Indian Ministry of External Affairs and runs seasonally, roughly June to August, by overland routes through Uttarakhand (the Lipulekh Pass) or Sikkim (the Nathu La Pass). Seats are allocated through a government quota and lottery, you deal with Indian authorities for most of the process, and it follows its own rules, cost structure and timeline that this guide does not cover.

A privately booked Tibet tour, like the ones we run, approaches Kailash from the Tibetan side: you fly or travel overland into the Tibet Autonomous Region through a mainland Chinese gateway city (or via Kathmandu), join a small group with a licensed Tibetan guide, and drive the Kailash kora as part of a longer itinerary that usually also takes in Lhasa, Everest Base Camp or the Guge ruins. This route runs on a normal commercial booking, with no government quota or lottery, and is available across the Tibet travel season (roughly May to October), not just the June-August Yatra window. This is the trip the rest of this guide is about.

If you are specifically looking for the government Yatra, the Ministry of External Affairs' own Kailash Mansarovar Yatra portal is the correct starting point, not a Tibet tour operator.

Why an Indian passport needs one extra step

Every foreign visitor to Tibet needs the same two core documents: the Tibet Travel Permit, issued by the Tibet Tourism Bureau and arranged only by a licensed agency, and (beyond Lhasa) the Alien's Travel Permit for areas like Ngari, where Kailash sits. We cover both in detail in our Tibet Permit vs China Visa guide and on the main Tibet Travel Permit page.

The difference for Indian citizens is the visa. India is not on China's unilateral visa-free list (the roughly 50-country list that lets UK, EU, Australian and several other travellers skip a visa entirely), and in practice Indian travellers do not apply for an individual Chinese tourist (L) visa the way those nationalities do. Instead, your Tibet agency applies for a Chinese Group Visa that covers your whole party on one document. Indian applicants also typically need to attend a Chinese visa application centre in person for biometric fingerprinting, which is one more reason to start early.

Document What it does Who applies
Chinese Group Visa Lets your group enter mainland China (or Tibet directly from Nepal) Your Tibet agency, through a Chinese visa centre or embassy
Tibet Travel Permit (TTB) Lets you fly or take the train into the Tibet Autonomous Region Your licensed Tibet agency, after booking
Alien's Travel Permit (ATP) Covers travel beyond Lhasa, including Ngari / Mount Kailash Your agency, typically arranged once you are in Tibet

How the paperwork actually flows

Tibet Travel Permit for Indian Citizens: Visa, Cost & Mount Kailash (2026)
  1. Book your route. Our 14-day Kailash Kora, Guge & Northern Lakes tour and 16-day Everest, Kailash Kora & Guge tour are the two active group departures that include the kora.
  2. Send clear scans of every traveller's passport to your operator as soon as you book, well before the 15-20 day window we quote other nationalities.
  3. Your agency applies for the Tibet Travel Permit using those passport scans.
  4. Your agency arranges the Chinese Group Visa. Depending on how your trip is routed, this is processed through a Chinese visa centre in India or through the Chinese Embassy in Kathmandu if you are travelling via Nepal; confirm which applies to your itinerary when you book.
  5. The Alien's Travel Permit for the Ngari region is arranged once you are in Tibet, ahead of the drive out to Kailash.
  6. You collect the physical Tibet Travel Permit at your hotel in your gateway city before flying on to Lhasa. A photo or scan is not accepted at the airport.

Getting there: mainland China or via Nepal

Most Indian travellers reach Tibet either through a mainland Chinese gateway city such as Chengdu (see our guide to getting to Tibet) or via Kathmandu. One note if you are planning the Nepal route: the overland Gyirong border crossing between Tibet and Nepal has been closed since a flood damaged it in August 2026, with no reopening date announced, so "via Nepal" currently means the Lhasa-Kathmandu flight rather than a land crossing. Our Lhasa to Kathmandu overland guide has the up-to-date picture and will be updated if and when the crossing reopens.

What it actually costs

There is no separate, publicly quoted "permit fee" for Indian citizens; the permit and visa work is part of what your tour price covers, alongside your guide, transport, hotels and the Kailash kora logistics. For the two tours that include Kailash:

Your own Chinese visa fee, international flights to your gateway city, and any extra nights in Kathmandu or a mainland city are on top. For a full breakdown of what a Tibet trip costs and why, see our Tibet travel cost guide.

Give yourself more time than you think you need

Indian authorities have repeatedly urged pilgrims and travellers heading toward Kailash to have every visa and permit confirmed before they leave home, rather than assume the paperwork can be finished after arriving in Nepal. That advice applies just as much to a privately booked commercial tour as to the government Yatra. In practice:

  • Start the process 4-6 weeks before your planned travel dates, longer in the May-June and September peak season.
  • Make sure every traveller's passport is valid for at least six months beyond your return date, with a couple of blank pages.
  • Book only through a licensed, registered Tibet travel agency. Our guide to choosing a Tibet tour operator covers what to check before you pay a deposit.
  • Avoid booking non-refundable international flights until your agency confirms the Tibet Travel Permit and Chinese Group Visa are both on track.

If any part of this is unclear for your specific travel dates or route, contact us and we will confirm current requirements and lead times before you commit to anything.

常见问题

Yes. Indian passport holders are eligible for the Tibet Travel Permit on the same basis as other nationalities, arranged by a licensed Tibet agency after you book a tour. The extra step for Indian citizens is the visa: you need a Chinese Group Visa rather than an individual tourist visa, since India is not on China's visa-free list.
