China Visa & Tibet Travel Permit
Because you are travelling from within mainland China, you will already have entered the country, either on a Chinese tourist visa or under a visa-free arrangement if your nationality qualifies. For Tibet itself, the rules are the same as everywhere: foreign travelers need the Tibet Travel Permit and must travel on an organized, guided tour. Independent travel within Tibet is not permitted.
